خطاب الأمننة الكلية واشكاليات التدخل والسيادة في العلاقات الدولية
ملخص: يثير موضوع التدخل العسكري الإنساني الجدل على الساحة الدولية بين مختلف الفواعل الرسمية وغير الرسمية، فتجد الكثير من الدول والمنظمات غير الحكومية والشخصيات الحقوقية البارزة تحاول الترويج من خلال تبني خطاب الأمنية الكلية لمثل هذا النوع من التدخل في العديد من بؤر التوتر التي يصعب فيها إغاثة المتضررين خاصة مع تفشي مظاهر التسلح العشوائي وخروج السيطرة من أيدي الحكومات المعنية، وحسب هؤلاء فإنه لا مناص من التدخل العسكري الدولي لإعادة ترتيب ما خلفته الفوضى والسماح بوصول المساعدات للمتضررين، في حين يرى تیار آخر تقوده في العادة بعض الدول المعادية للإمبريالية بنظرة الريب لمثل هذا النوع من التدخل على أساس ما يشكله من اختراق للقانون الدولي والاعتداء غير المقبول على مبدأ السيادة.
